Hosting a website for the clueless?

My dad wants a website for his business; he doesn't know anything about HTML or design, he will likely want customers to be able to place orders over the website, and he doesn't want to pay a whole lot of money.

Can anyone suggest hosts that can design both the front-end and back-end for him, and don't charge all that much per month? Or, barring that, can anyone suggest a good host? I've thought about dreamhost and Aplus; are there others which any of you are pleased with?
