My brain is chasing its own stem

Tonner Dolls has put out a series of Doctor Who figures. All likenesses are authorized by the BBC. Here is the description of the Tenth Doctor figure:

"Sculpted in the likeness of David Tennant as the tenth incarnation of the TIME LORD™ known as DOCTOR WHO™, this TONNER CHARACTER FIGURE™ wears a two-piece suit including shirt, tie, socks, shoes and SONIC SCREWDRIVER™."

Okay. First, try to get past the crying with laughter over how made of WTF the entire figure is. Gray suit with wide, satiny, light blue stripes, white shirt, brown tie, club Chucks. It's like something out of an Armani line of prison-wear.
Are you past crying with laughter?

Okay. Beyond the WTFery - THIS LOOKS LIKE SOMEONE. WHO THE HELL DOES THIS LOOK LIKE? IT IS MAKING ME FUCKING CRAZY!

It sure as fuck doesn't look like David Tennant, though.

I mean, it doesn't just kind of resemble a small number of famous people around the eyes or mouth or whatever. It looks specifically like someone.


Please help before I drill holes in my skull so that the answer might fall out.

ETA: Others seem to be finding their own answers, which is great, but alas, nobody's found mine. *sob* I will update the post to reflect the name of the person it reminds me of if anyone comes up with it.
