For full passive aggressive value, I've always been partial to the combination of an insult followed by a smiley. Like so:

You're an idiot. :) You probably go around all day kicking puppies. ;)

It's quite brilliant; it allows people to simultaneously insult someone and backpedal -- "Oh, no, I wasn't being serious! That was a joke! I'd never call you an idiot for real and that's why I put a smiley at the end. Anyone but a halfwit would understand that. :)"
