I can't believe I can't remember this.

There are five levels of schoolchildren learning to write (and I don't mean pre-writing, drafting, etc.). I can remember fluency, and style, and I can't remember the other three, or what order they come in.

Anyone? Anyone? Bueller?

There are five steps for reading English that I heard, i.e. phonemic awareness, phonics, fluency, vocabulary and comprehension? I don't know about writing though.

You're not talking about the five criteria ISAT writing (which is apparently going the way of the dodo due to budgeting) is evaluated on, are you?

I don't think we're talking about the same thing. And I'm not sure what you're talking about. I've not heard of 'fluency' as a measure of writing skill. Reading, yes, but not writing.

I was talking about FOSIC - Focus, Organization, Support, Integration and Conventions... the way ISAT writing is graded for all grade levels. (Obviously with different expectations for each grade.)
