It's Kate. This is the actress who plays Kate, and this is Tiffani Amber Thiessen - they do resemble each other quite a lot, but it was definitely Kate in that last shot. Also, earlier in the episode, when El is telling Peter she snuck Neal into the house, you can see she has a mole (or a zit) on the left side of her face, but Kate, in the hotel room, clearly doesn't.
Peter(To Agent Fowler, who is about to arrest Neal): "Stop." (Turns to Neal.) "He's my responsibility." (Removes handcuffs from his belt.) Neal: "Peter...." Peter:(Grabs Neal by the wrist and hauls him up out of his chair.) "Neal? You have the right to remain silent." (Puts cuffs on Neal.) Neal:(Under his breath) "I didn't do this." Peter: (Quietly) "Remain silent. Please." (They stare into one another's eyes.)
yup, and there's nothing in the way he's sitting there at the end, in that regal chair, with that ring, that's at all dom-ish. with the gestural memory of his hand on Kate's shoulder. nope, nothing to see....

Which makes my love of the OT3 so delightful--er, sorry if the idea of OT3 offends, but how much Neal and Elizabeth resemble one another--not just coloring, but the shape of the jawline, the browline, the mouth...
Okay, then my huge WTF is a slightly lesser WTF. But then we have to ask the question - unless the writers totally crap out on us with OMG WHAT A FORTUITOUS COINCIDENCE, why on Earth would a woman Peter has been married to for ten years be a ringer for Neal's girlfriend? And why, if Peter wants to keep Neal from looking for Kate, is he working with Kate to stay around and tease Neal with her almost-presence?
